Freehold Borough is the county seat of Monmouth County, a town of about 1.9 square miles that is completely surrounded by Freehold Township. The county courthouse has stood here since 1715, and the village that grew up around it, once called Monmouth Courthouse, became the downtown. The borough and township split in 1919, with the borough keeping the courthouse and the government buildings around Court and Main streets. The name comes from an English legal term for owning land outright.

Downtown Freehold runs along East and West Main Street, with restaurants, shops and historic sites, brick sidewalks, and outdoor concerts, parades and a summertime farmers market. The borough's own history page points to the Victorian homes on its tree-lined streets and to the American Hotel on East Main Street, open since 1824. Other landmarks include the Monmouth Battle Monument, the Carnegie-funded Freehold Public Library and the Monmouth County Historical Association. The borough also owns and runs Lake Topanemus Park, a 71-acre lake park across the line in Freehold Township.
