Highlands is a small borough on Sandy Hook Bay in northern Monmouth County. Its eastern end rises to a high bluff, about 250 feet above sea level, topped by the Navesink Twin Lights, a lighthouse in use since 1828 and now a National Historic Landmark and museum, with views over Sandy Hook, the bay, the ocean and the New York skyline. Below the bluff, Bay Avenue is the main street, and the borough counts a variety of restaurants and shops along with marinas on the bay.

The water shapes daily life here. Seastreak ferries leave Shore Drive for Manhattan, the borough runs a free bay beach in summer, and the James T. White Clam Depuration Plant on Fifth Street processes clams harvested from Raritan and Sandy Hook bays. Route 36 crosses the Shrewsbury River from Highlands toward Sea Bright, and the beaches of the Sandy Hook Unit of Gateway National Recreation Area are nearby.
