Holiday City at Silverton, Phase 2 in Toms River Township, NJ: A Guide to This Adult Community

Published | Posted by Dennis Mark Interdonato

Holiday City at Silverton, Phase 2 is a 55+ community of ranch homes in the Silverton section of Toms River Township, Ocean County. Its association, the Holiday City Organization, was incorporated in August 1967, and its website is clear on the age rule: "To live here you must be fifty-five (55) years of age or older." The community has a large clubhouse, a swimming pool, two large lakes and about 45 acres of common grounds.

I'm Dennis Mark Interdonato with Keller Williams Realty Ocean Living. This guide covers where the community is, the homes, the clubhouse, the rules and what to check before you make an offer, using the published sources listed with it.

Where Holiday City at Silverton, Phase 2 Is

The clubhouse is at 1846 Yorktowne Boulevard, Toms River, NJ 08753. Here the mailing address and the municipality match: Silverton is a section of Toms River Township. The association's zone map shows Phase 2 covering the streets around the lake, the Mount Carmel Boulevard bridge and the area toward Silverton Road. The community is not gated.

Holiday City at Silverton was built in two phases, and each phase has its own homeowners association. Phase 2 is run by the Holiday City Organization, with its own clubhouse, pool and lakes. It is also separate to the Holiday City communities in Berkeley Township, despite the shared name.

The Homes

55places describes single-family ranch homes, plus some attached homes, of about 900 to 1,100 square feet with one or two bedrooms plus a den, and gives 1967 to 1975 as the building years for both phases. It names five single-family floor plans for Holiday City at Silverton as a whole, each with a one-car garage:

  • Newport: 1 bedroom plus den to 2 bedrooms, 1 bath, 900 sq ft
  • Lakeview: 2 bedrooms, 1 bath, 1,000 sq ft
  • Capri: 2 bedrooms, 1.5 baths, 1,013 sq ft
  • Monterey: 2 bedrooms, 1 bath, 1,030 sq ft
  • Saratoga: 2 bedrooms, 1 bath, 1,092 sq ft

Those models cover both phases, so not every one may appear in Phase 2. The Ocean County Planning Department's October 2022 list counts about 935 homes in Phase 2; the PDF's columns are irregular, so treat that number as approximate.

Clubhouse and Amenities

The Holiday City Organization lists:

  • A large clubhouse at 1846 Yorktowne Boulevard
  • A swimming pool
  • Two large lakes
  • About 45 acres of common grounds
  • Clubs for bocce, fishing, arts and crafts, travel and more
  • Bingo

Fees and Rules

The association charges a monthly fee. Fees vary by section and home type, and they change every year when the association adopts its budget, so a number printed in an old listing or on a directory site can already be out of date. Ask me for the current fees at Holiday City at Silverton, Phase 2 and I will get the figure for the specific home you are considering, along with what it covers.

The association publishes a dues schedule, and I can get you the current one for the home you are considering.

Shopping, Medical Care and Getting Around

  • Groceries: Stop & Shop, 55 Brick Boulevard in Brick, is about 1.3 miles away in a straight line.
  • Hospitals: Ocean University Medical Center in Brick is about 4.1 miles away, Monmouth Medical Center Southern Campus in Lakewood about 4.4 miles, and Community Medical Center in Toms River about 4.9 miles, all in a straight line.
  • Community bus: the Holiday City Organization says a bus comes through the village for residents who do not drive.
  • Bus service: Ocean County's Ocean Ride runs fixed bus routes, including OC 3 (Toms River, Brick, Lakewood), OC 10 (Route 37, Lavallette to Toms River) and a Toms River North Loop shopper route on Wednesdays, and its Reserve-A-Ride service offers door-to-door trips for county residents 60 and older or disabled residents 18 and older. The county page does not list a stop inside the community.

Before You Buy: Questions for Any Age-Restricted Community

I walk every buyer through the same short list when we look at a community like Holiday City at Silverton, Phase 2. This is general guidance, not legal advice, and your attorney will review the association documents with you.

  • The age requirement. Ask exactly how the documents word it, and how they treat a younger spouse or partner, a live-in caregiver and overnight guests.
  • The budget and reserves. Ask for the current fee, what it includes, the size of the reserve fund and whether any special assessment is planned.
  • Association charges at closing. Ask whether a capital contribution, transfer fee or resale certificate fee applies to buyers.
  • Who maintains what. Ask who is responsible for the roof, siding, driveway, lawn and snow removal at the home you are considering.
  • Everyday rules. Ask about pets, renting your home out, exterior changes, and parking for a second car, a boat or an RV.
  • Which phase. Confirm the home is in Phase 2, since the two phases have separate associations, dues and clubhouses.
