Holiday City at Silverton Phase 1 in Toms River, NJ: A Guide to This Adult Community

Published | Posted by Dennis Mark Interdonato

Holiday City at Silverton Phase 1 is a 55+ community of ranch homes in the Silverton section of Toms River Township, Ocean County. It is run by the Holiday City Association, with its clubhouse and office at 2170 Yorktowne Boulevard. Building at Holiday City at Silverton began in 1967, and owners in Phase 1 have access to a lake for catch-and-release fishing.

I'm Dennis Mark Interdonato with Keller Williams Realty Ocean Living. Here is what the association's bulletin and other sources say.

Where Holiday City at Silverton Phase 1 Is

The clubhouse address is 2170 Yorktowne Boulevard, Toms River, NJ 08753. Unlike several communities with a Toms River mailing address, this one really is in Toms River Township, which sets the tax rate and handles permits.

The name causes confusion in two ways. First, Holiday City at Silverton has two phases with two separate associations: Phase 1 is the Holiday City Association at 2170 Yorktowne Boulevard, and Phase 2 is the Holiday City Organization at 1846 Yorktowne Boulevard. Each has its own clubhouse, dues and boundaries. Second, the Holiday City communities in Berkeley Township (Holiday City at Berkeley, Carefree, West and South) are entirely separate communities in a different township, even though they share the name and a Toms River mailing address.

The Homes

55places describes Holiday City at Silverton as single-family ranch homes, with a small number of attached homes, built from 1967 to 1975 in two phases. It lists five single-family floor plans for the two phases together, each with a one-car garage:

  • Newport: about 900 square feet, one bedroom plus a den or two bedrooms, one bath
  • Lakeview: about 1,000 square feet, two bedrooms, one bath
  • Capri: about 1,013 square feet, two bedrooms, one and a half baths
  • Monterey: about 1,030 square feet, two bedrooms, one bath
  • Saratoga: about 1,092 square feet, two bedrooms, one bath

The sources do not say which plans were built in which phase. On the number of homes, Ocean County's planning list from October 2022 shows about 602 for Phase 1, though that PDF's columns are hard to read, and 55places gives 1,595 for both phases together.

Clubhouse and Amenities

  • The clubhouse and office at 2170 Yorktowne Boulevard
  • A lake with fishing access for Phase 1 owners and tenants, catch and release only
  • A beach area on the lake, with no swimming

Fees and Rules

Association fees at Holiday City at Silverton Phase 1 vary by section and home, and they change from year to year as the budget is set, so any number you find online may already be out of date. Ask me for the current fees on any home you are considering and I will get the figure from the association or the listing paperwork before you make an offer. The association's dues here are set yearly and include a capital reserve contribution, and new owners pay a one-time fee at closing, so ask for both figures.

The association's September 2026 bulletin sets out the main rules:

  • Owners and tenants living in the community must be at least 55, and no one under 18 may live there.
  • Owners and tenants complete the association's registration and Housing for Older Persons Act forms every two years.
  • A home must be owned for two years before it can be rented, with an exception for current Phase 1 owners.
  • Changes to a home go through a permit process with both the association and Toms River Township.

Shopping, Medical Care and Getting Around

  • Groceries: Stop & Shop, 55 Brick Boulevard in Brick, is about 1.3 miles from the clubhouse in a straight line.
  • Hospitals: Ocean University Medical Center in Brick is about 4.1 miles away, Monmouth Medical Center Southern Campus in Lakewood about 4.4 miles, and Community Medical Center in Toms River about 4.9 miles.
  • County bus: Ocean Ride runs routes including OC 3 (Toms River, Brick and Lakewood), OC 10 (Route 37 from Lavallette to Toms River) and a Toms River North Loop shopper route on Wednesdays. The county page does not say whether a route stops at the community. Its Reserve-A-Ride service offers door-to-door trips for residents 60 and older and people with disabilities.

Before You Buy: Questions for Any Age-Restricted Community

I walk every buyer through the same short list when we look at a community like Holiday City at Silverton Phase 1. This is general guidance, not legal advice, and your attorney will review the association documents with you.

  • The age requirement. Ask for the written occupancy rule, including how it treats a younger spouse, a caregiver and long-staying guests.
  • The fees and the budget. Ask what the fee covers, how large the reserve fund is and whether an assessment is planned.
  • Costs at closing. Ask whether a capital contribution, transfer fee or resale certificate fee applies to buyers.
  • Everyday rules. Ask about pets, renting, exterior changes and parking.
  • Which phase. Confirm the home is in Phase 1 and not Phase 2, which has its own association, dues and rules.
